Queen City Municipal Airport on & off Airport obstruction mitigation draft environmental assessment and proposed Department of Transportation Act of 1966 section 4(f) de minimis impact finding notice

Notice of Availability – In accordance with the National Environmental Policy Act (NEPA) and the US Department of Transportation Act of 1966, Section 4(f), the Lehigh-Northampton Airport Authority (LNAA) and the Federal Aviation Administration (FAA) announce the availability of the Draft Environmental Assessment and the proposed Section 4(f) De Minimis Impact Finding for the Queen City Municipal Airport On and Off Airport Obstruction Mitigation project.

The proposed project would remove approximately 3 acres of tree canopy and 7 individual trees on Airport Property or within existing avigation easements and approximately 2.5 acres of tree canopy and 50 individual trees located off Airport property, outside of existing avigation easements. The project would impact the following properties protected by Section 4(f) of the Department of Transportation (DOT) Act of 1966:

The project is needed because trees penetrate the approach surfaces of Runway 7-25 and Runway 15-33. Trees which penetrate or are anticipated to penetrate the approach surfaces affect the safety of aircraft operations at the Airport. The removal of obstructing trees is necessary to improve the safety at the Airport.

With regard to Section 4(f), in consultation with the officials with jurisdiction over these Parks, FAA has assessed the proposed project’s impacts to these parks and proposes a finding of de minimis impact for each. This means a determination has been made that the project will not adversely affect the features, attributes, or activities of the local parks. Copies of the draft Section 4(f) de minimis findings are published in an appendix to the EA.

When: The document will be made available for review from March 21, 2018 to April 21, 2018.

Comments must be addressed in writing and will be incorporated in the Final EA and Section 4(f) De Minimis Impact Determination documents.
